C.R. Hatcher

C.R. Hatcher is a Licensed Behavior Analyst, Board Certified Behavior Analyst, and Nationally Certified School Psychologist with almost two decades of experience in urban and rural public school districts. She has been a driving force in shaping education policy, behavioral interventions, and student advocacy, ensuring that schools implement evidence-based strategies to support diverse learners.

A respected leader in the field, Hatcher served as President of the Maryland School Psychologists’ Association in both 2016 and 2018. She has contributed to state-level task forces and workgroups, influencing policies that enhance educational access and student well-being. A published author, she has also led professional development sessions at local, state, and national levels, equipping educators and policymakers with the tools to create lasting change.

Her expertise spans behavioral interventions, trauma response practices, systems-level data analysis, and research-based therapy approaches such as Solution-Focused Therapy, Cognitive Behavioral Therapy, and Acceptance and Commitment Therapy. As a Senior Education Consultant at A. Wright Education Consultants, LLC, she provides workshops and training on educational policy, cultural awareness, mental health, behavioral support, and parent advocacy.

Passionate about bridging policy and practice, Hatcher is dedicated to ensuring that all students receive the support and resources they need to thrive.

Marlyn A. Oatts

With over 40 years of experience in education, Marlyn Oatts is a dedicated advocate for equitable learning opportunities. As the Chief Education Officer (CEO), she brings a wealth of knowledge from her extensive career in public schools and higher education.

Marlyn spent 25 years as a Library Media Specialist in the Howard County Public School System, shaping literacy and research skills for students at both the elementary and middle school levels. She continues to make an impact as a Master Adjunct in the English World Language Department at Howard Community College, where she has been teaching since 2011.

A lifelong learner and leader, Marlyn earned her Maryland Administrative Certification from Johns Hopkins University in 2013. She holds a bachelor’s degree from Lincoln University in Pennsylvania and a Master of Science in Library Science from what is now Clark Atlanta University.

Her dedication to student success, passion for education, and commitment to advocacy make her an essential force in our mission to transform learning experiences for all.

Creative Development & Outreach Director

Mike Hatcher

With nearly two decades of experience in art and creative expression, Mike leads the Keep It Clean non profit initiative with passion and vision. As Creative Development and Outreach Director, he oversees our flagship Art Camp, guiding young artists in exploring mixed media, digital arts, and traditional crafts.

Mike works closely with local schools and communities to advocate for arts education, ensuring that every child has access to creative opportunities. Through hands-on workshops, mentorship, and collaborative projects, he inspires youth to express themselves boldly and authentically.

His dedication to fostering creativity and cultural connection makes him a driving force behind our mission to empower the next generation of artists.

Natural Arts Coordinator

Jacquelyn Davenport

Jacquelyn brings over 30 years of experience working with children and exploring the natural world. As our Natural Arts Coordinator, she helps students connect with nature as a path to self-expression and emotional balance. Through outdoor exploration, creative projects, and mindfulness practices, Jacquelyn shows children how to slow down, tune in, and express feelings that can’t always be put into words. Her approach encourages patience, presence, and creativity; helping young learners discover calm and confidence through the natural arts.
